FIFA mandates female coaches on bench in landmark move for women's football

 

 

In a significant step toward reshaping the technical landscape of women’s football, FIFA has ruled that all teams competing in its women’s tournaments must include at least one female coach either as head coach or assistant on their bench.

 

The new directive goes further, requiring a minimum of two female staff members in matchday technical areas. The regulation takes immediate effect and will be enforced at this year’s FIFA U-17 and U-20 Women’s World Cups in Morocco and Poland, as well as the FIFA Women’s Champions Cup.

 

Approved at the FIFA Council meeting on 19 March 2026, the policy is part of a broader push to ensure that the rapid growth of the women’s game is matched by increased female representation in leadership and technical roles. It applies across all FIFA competitions, spanning both youth and senior levels and covering club and national team tournaments.

 

FIFA’s Chief Football Officer, Jill Ellis, framed the move as a necessary intervention in a system that still leans heavily male. “There are simply not enough women in coaching today. We must do more to accelerate change by creating clearer pathways, expanding opportunities, and increasing visibility for women on our sidelines,” she said.

 

The numbers underline the challenge. At the 2023 FIFA Women’s World Cup, only 12 of the 32 participating teams were led by female head coaches a gap FIFA now appears determined to close.

 

Beyond regulation, the initiative forms part of a wider, long-term strategy that includes sustained investment in coaching education and professional development for women. The aim is not just compliance but transformation building a pipeline of qualified female coaches capable of thriving at the highest levels of the game.

 

With eyes already on the 2027 FIFA Women’s World Cup in Brazil, FIFA hopes this move will translate into a more balanced and representative touchline, reflecting the diversity and growth of the women’s game itself.
